With the conservatives controlling the house, it is going to be difficult to get a law put in place. If the SCOTUS allows the law in California with a decision, one they should not entertain, they cannot create law from the bench and it will have to go through the house to be put in place and accomplished through interstate commerce laws which are also state controlled in many ways.
This is going to be a terrible waste of taxpayer monies.
