Think I found a reason the arrest him ...he passed thru Sabine Parish. They needed bodies to fill out work crews:

Know the area well, having worked in Sabine and Natchitoches Parish wood products plants for many years. LA Hwy 6 is relatively straight and flat, but has lots of traffic. There’s a dog leg just north of Robeline that cuts your speed down to about 25 mph.
