I did not know we were in a war. If he wants us to be in a war, he has the power to start a formal declaration of war in Congress where those things are evaluated. For whatever reason, we do not declare war anymore.

I can't recall a just war that the United States has been a part of in the last 75 years. This one doesn't seem to pass the threshold for me.

I think it was by design, never rescinded WW II war declaration therefore many things can be done without the full constitutional vetting processes.
