I think places like San Fran has surpassed that. In 3rd world countries they at least have better accommodations even though they are shacks made of wood and metal sheets and you don’t see masses of people passed out in the gutter. In San Fran you do, and they live out of cardboard boxes and tents.

I remember in the 1980s or 1990s, reading a book about India and life on the streets of Calcutta. I couldn’t believe any place could be that horrible and wondered how in the world a country have that poverty and depth of hopelessness with people living worse than animals.
