Texas wants a digital currency backed by gold.
Sec. 404A.0051. ESTABLISHMENT. (a) The comptroller shall establish a digital currency that is backed by gold so that each unit of the digital currency issued represents a particular fraction of a troy ounce of gold held in trust as provided by this chapter.

It seemed nonsensical to not have in my possession Gold or Silver, coins of suitable dominations to buy bread or flour, etc..
Whoever holds the Gold would seem in the cat bird seat.
