Personally I don’t believe they actually know who leaked the documents, so they blamed it on a young, white, Christian male and ran with it for optics.

Chinese authorities suggest organizing an international investigation into U.S. biological weapons development projects, Chinese Foreign Ministry spokesman Wang Wenbin said Wednesday.
