While we await a posting from someone with direct contacts (and it could be a long wait), I would offer mere speculation:
If E-Bay does have a program to "Purge the Enemies of the Regime", they are doing it on the cheap and out of sight. Maybe using interns or H1-B slaves. Lots of mistakes happen.
They matched up a wrong name on a list. Or the list has a lot of wrong names on it. Or somebody else has the same name as you. It is essentially a random pick.
That could happen with either manual or automated systems. The key point is one you mentioned earlier, there is no provision in the E-Bay system to appeal such classification.
They don't care. There are plenty more customers out there (so they think).
Very likely there is quota of purges that must occur every quarter for some department manager to show that he is doing his job. That is why you were selected for a ban "for hateful activities". Just a roll of the dice, really.
Perhaps they were purging old and inactive accounts, and the intern reviewing the list selected the wrong reason code for closing the account.
Example: (001 - Inactive, 011 - Hateful activities).
