I used to have a friend who kept a menagerie of venomous snakes at his house. The most agressive one was his King Cobra. That guy got loose in the back yard once.
He also kept some wallabies in the house.

Many years ago I went to Shippensburg college to buy a Dumerils Boa from the biology teacher.
His animals were living in wretched conditions and I examined the Dum whilst a 4 foot alligator was roaming loose around my feet in that cruddy little room.
I bought her and brought her home to get her out of that hell.
I named her Dixie.
She was surprisingly sweet considering the horror she’d endured.

A friend of my brother kept venomous snakes and his dream was to own a King Cobra.
That was years ago and I have avoided passing near his house and avoided the entire neighborhood forever.

It sounds like there was a good facility to care for the venomous ones. Probably temporary. If they’re legal, that represents a pretty big hunk of change. I hope they don’t play games and hit him with fees that cause him to lose them.

Permits required? Penalties for not having them? There are ways that government can leverage them away from the owner. if they so desire.

Sounds like Oregon, pre-Measure 114. I’d look for the PA gun grabbers (with out-of-State money) to attempt the same thing by initiative petition. 114 is still stymied by the courts.
