Houston teen accused of paralyzing woman in 'jugging' robbery has $200,000 bond cut in half

The Houston suspect accused of paralyzing a mother of three by bodyslamming her during a "jugging" robbery on Feb. 13 had his bond cut in half on Wednesday from $200,000 to $100,000, according to Harris County court records.

Joseph Harrell, 17, was arrested last week after police released surveillance video of the incident, in which Harrell allegedly followed the victim 24 miles from a bank before bodyslamming her to the ground and stealing $4,300 in cash she had just withdrawn.

After his arrest for aggravated robbery, prosecutors asked for a $200,00 bond, citing the fact that he had just been released on a $100 bond on Jan. 26 for an unlawful carrying of a weapon charge.

"While on bond for Unlawful Carrying a Handgun, [Harrell] stole money from and assaulted the [victim], causing the [victim] broken ribs, a fractured spine, and paralysis from below the arms, which is serious bodily injury," prosecutors wrote.

That $200,000 bond was granted on March 17, but Judge Kristin Guiney lowered the bond to $100,000 shortly before noon on Wednesday.

Precisely- Back in the 70’s through till about the early 2000’s, both sides were by and large gettign along very well (with only a few extreme cases where they didn’t- ie after rodney king)- Then along came obama and he obviously felt there wasn’t enough racial hatred, so he and his ilk fomented as much as they could, and encouraged blm and antifa to foment as much as they could by protecting both groups from prosecution for committing outright crimes-

So is jail.

“Any more then that is unconstitutional.”

You seem to be making the assumption that there is an automatic right to bail/bond.

EIGHTH AMENDMENT
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inﬂicted.

The Constitutional bail provision is based on the Statute of Westminster in 1275 which eliminated the discretion of sheriffs with respect to which crimes would be bailable. Under the Statute, the bailable and non-bailable offenses were specifically listed.

This statute established the common law system and codified various offenses and their punishments. Here is a list of some of the non-bailable offenses under this statute:

1. Murder
2. Rape
3. Arson
4. Robbery
5. Burglary
6. Horse theft
7. Counterfeiting
8. High treason

These offenses were considered so serious that a person accused of committing them could not be released on bail before trial. The only exception was if the accused could produce a surety who was willing to pledge his own property as security for the accused’s appearance at trial. However, even in such cases, the surety was required to provide a written undertaking to produce the accused at the court on the specified date, failing which the surety would be held liable for the accused’s non-appearance.

In the case under discussion, he should have been denied bail/bond. The accused has proven likely to commit more violent offenses if he is not locked up.

There are political organizations that are also putting up bail and bond money for violent felons so they can get back on the streets and commit more violent crimes.

The accused is a 17-year-old repeat felon. He is violent and dangerous. He is probably operating under the false assumption that he will not be held accountable because he is a minor.

Because he is a minor and his parents cannot keep him from committing crimes, the state should also take custody of him. Jail is the appropriate place for him until he is properly convicted and put in prison.

The judge who lowered the bail is a Republican. She was just elected this past November. She needs to be primaried next term.
