Sure it does, to the notional victims outside the prison walls who never have to deal with the violence these inmates unleash. Fact is many of these people are repeat offenders. At minimum it reduces the likelihood that these offenders will pop out little criminals.

Prisons keeps them out of society where they are a threat. Build convertible prisons and use them initially to remove the criminal element. After that use them as temp unlocked institutional housing for homeless druggies until rehabbed.
