Trump quite often is his own worst enemy, trading personal insults back and forth is stupid for both of these guys, save the personal insults for Biden’s cognitive decline, etc.
You may recall a few years ago, Trump was accused by the media of mocking a disabled reporter. Whether that was his intention or not, the media made it into a big deal. Hopefully, Trump learned from that.
Yes, Trump should continue to call out Biden and his administration for their policies, actions, and corruption. Personal choices and involvements of opponents (both R and D) are fair game.
Biden's decline is an obvious fact, but it's something beyond his control. It is a real and important issue, but it should be used with care to avoid a damaging backfire.
