Even here is one party rule CA, the government is not nearly as imperial as the federal government. Executive orders are not the magic wand they are for the president. Newsom will not do this. There will be nothing more than nominal or symbolic reparations from the CA state government. Gathering sufficient signatures for a ballot measure automatically suspends the statute. I just don’t sense that the whites, Latinos, Asians, etc have a lot of enthusiasm for making a gift equal to three times the state’s annual budget
