They really should install a chair stair lift like this one.

Those chair lifts are great for people who have laundry in basements or back injuries.
I got one for the inside entrance to my 2nd floor apartment. he diffrence it makes in carrying thungs up stairs or down is worth every penny. They are not cheap though run around 5 grand installed.
