Cats started disappearing around Golden Gate park in the late 70s when the Vietnamese moved in.
Authorities said this was merely a coincidence.
In 1980, in California, refugees from Indochina were trapping and eating animals, including stray dogs and cats in Golden Gate Park, SF. Californians were outraged and a state senator presented a bill to the Senate Judiciary committee that would have made it a misdemeanor punishable by a fine of up to five hundred dollars and a jail term of six months for killing a dog or cat for eating purposes or permitting it to be eaten.
