Leon Askin specialized in playing comic totalitarians. In addition to playing General Burkhalter, he also provided the voice for Fearless Leader on the Rocky and Bullwinkle show.
Actually that was Paul Frees. He did a lot of cartoon and movie voice overs from the 1940’s until his death.
