The one released in the wake of Trump’s birddogging was a multilayer .pdf or equivalent. They forgot to compress it into one image before releasing it to the public. Or they wanted to be blatantly sloppy and disingenuous to low key dare a wayward journalist to object.

It was used as a birth certificate template upon which data with mismatched fonts were copied, cut and pasted onto a PDF file. the data from the actual BC that was left on the template (remember, all of that was allegedly done on a manual typewriter) aligns PERFECTLY with the counterfeit one, something that is utterly IMPOSSIBLE on one from a human entered original.
That would have made both his parents Americans.
