For the claims of DPR Intelligence (Russian SVR/FSB):
What stopped this new, rapidly spreading, incurable disease from spreading?
Why wasn't there a global outbreak from a backwards country?
Why was this not reported by anyone other than the DPR?

Here is reported an outbreak in January 2016 of California flu which cannot be treated antibiotics.
Flu is a virus and antibiotics are for bacteria. Since it was in January, deficiencies in Vitamin D could have been a factor, and a preventive once late spring arrived. I would have recommended high Vitamin C fed intravenously, anywhere from 25 mg per 24 hours up to 200 mg. per 24/hr. See Dr. Robert Cathcart for more info.
As a virus, zinc with an ionophore like HCQ or Ivermectin might have been effective. Let us hope nothing like this gets loose in Ukraine now.
