The author wants so very much to lay this on climate change, but the referenced sources aren’t taking the bait. The “feast or famine” nature of CA precipitation referred to is absolutely correct and eliminates the climate change argument he so very much wants to make. Poor lamb. When it goes down instead it's impending ice age and we will all freeze to death.
