I listen to a lot of radio and hear Creeper Biden nearly every time he speaks. The real Joe sounds about 110 years old and is not able to string thoughts together, whispers, stumbles over words, breathless. The other Joe sounds loud and pissed off, tries to make stupid jokes that fall flat. It’s either drugs or there are two of them. I read somewhere the double is an old low level TV actor. I looked him up and I could see the possibility. Now I can’t find him on algoresintrawebs due to some thorough scrubbing. Hmmmm.....

Multiple doubles to blur things is intriguing...makes sense. The film THE DEVILS DOUBLE touched on this re: Sadam Hussein. It is a really cool movie, good acting, action, but falls off at the end. Worth watching.
