Yes the lipstick and maybe even cheek rouge is a bit odd.
I don’t think it’s lipstick. Lots of fresh-faced boyish young men get red lips in the cold, accentuated when they prudently use chapstick. As for rouge, look at the picture. See all the snow? It gets freaking cold there, and that will turn cheeks red.
Perhaps this young man did a foolish thing, but no need to mock him like this.
