It would have been cheaper to buy Kosovo than to attack it.
Maybe Ukraine too. I visited 2016-17 (two trips, several weeks) - food, especially restaurant food, was cheaper than in the USA. Gasoline was more though. I’m not sure about real estate.
Most people in Kiev live in high rise apartments - very few detached houses.
