I never ever trust statements by China. Here are 2 theories:
1 Cover to avoid sanctions while they arm Russia.
2 Russia is about to have difficulty with the Ukraine Sorting offensive and China is trying to give them a way out.
Wish it were 2, probably it’s one.
Spring offensive
It’s both, I think, and there’s one provision about “no new security treaties.” That’s obviously aimed at Taiwan and the important Russian goal of leaving Ukraine defenseless so it can be attacked again.
