E.O. 13526 still says VP can classify. Looks like Declassify can be done by VP
(b) Information shall be declassified or downgraded by:
(1) the official who authorized the original classification, if that official is still serving in the same position and has original classification authority;
(2) the originator’s current successor in function, if that individual has original classification authority;

As far as VP Biden is concerned, wouldn’t this only apply to documents classified by Dick Cheney?
don’t know enough about it. what does “current successor” mean ? verses “immediate successor” ?

It appears Archives is the one who makes the regs based on the law and the E.O.s
and their stuff is way loopy...my head exploded chasin my tail...or I was just too tired and disgusted to give 2 spits anymore.
also, I don’t see where the VP has any restriction on what he can\can’t classify...
can the VP re-classify what the president declassified ?
again I didn’t do a deeper dive. and I am not even sure my assumptions are correct.
(I got sandbagged on an FOIA request from DOJ re: Mueller...they cited a difffeernt law that allowed a by-pass of a special counsel law requirment)
