I’m guessing that the tug driver, pulling a 70,000 lb airplane at a freaking AIRPORT, kinda has the right-of-way.

Inertia means you can NOT stop quickly while towing a plane. It was the bus driver’s job to be aware of things around him and avoid collision.

The tug driver not paying attention to what is going on around him99.9% chance you are incorrect. You tow a plane at 3 or 4 mph, the bus is the culprit with the speed and agility. The bus driver is ultimately responsible unless the tug driver drove into a vehicle only area.
