Even though the cartels run rampant, many latin American countries attempt to maintain the official policies of controlling drug traffic in and out of the country. They catch the small fish, and the occasional doofus like this guy Busch.

His lawyer should have taken care of the appropriate officials to ensure the correct outcome. It's probably not too late, but the amount of the bribe decreased significantly the moment Busch returned to the USA.
“I apologize for my mistake and appreciate the respect shown by all parties as we resolved the matter,” Busch said in his statement. “My family and I consider this issue closed.”
Might want to make sure it is truly "closed" before setting foot in Mexico...

I had US customs X-Ray a shipping container one time. They tried to make me pay for the inspection. I said I would not pay, you’re free to X-Ray, but that is your choice so not paying.
