Clearly a typo - later in the article it correctly states that Obama was president in 2013. As for the gist of the article, I have seen other claims that the government now has the power to "read minds" in some fashion, and perhaps even control behavior. These claims do not always come from the fringe right but sometimes from lefties who claim to be in the know.

If true, the implications are staggering, both for civil liberties and national security.
