Um, Trump didn’t win an election in 2013. All credibility lost in the first sentence.
The language comes off super creepy at first blush, but it seems like this is centered more around public mental health, and not so much about ‘control’. I’d have to read deeper (not enough spare time at the moment), but I think the primary concern is detecting changes in neurological conditions in the public, possibly from disease or other threat.
Even if true, and it actually has a positive social intent, is how things like this end up getting utilized. For example, it seems like most law enforcement, particularly in the liberal big cities but also in the federal bureaucracy, have zero desire to solve the mental health problems endemic to the homeless. They also seem to consider it a sensitive civil rights issue to pursue justice as a remedy for those who commit criminal acts when mental health is concerned, but offer no other solutions. They certainly aren’t going to ‘destroy’ such groups as a mitigation. So who are these groups they refer to?
