Upspeak originates from Los Angeles Valley Girls. It spread nationwide in the 1980s when Hollywood films began to do movies about Valley Girls.

We saw a clip of some (alleged) high-IQ scientist and developer of AI giving a presentation recently. She did the vocal fry thing. The first time you do that, your credibility decreases by about 50%, IMHO.
