I have a buddy in South Carolina who owns a fairly large fishing boat.
Maritime salvage law says finder is owner, then they can sell it to the Fed. Gov. at whatever price can be agreed on.
At only six miles out this thing should already be on the docks.

This was my first thought but I also figured the Coast Guard would be on the way before they shot it down.
