If they were really worried about a 5’6” woman with a daypack they could always just say Stop, and search her. It’s done thousands of times a day by ordinary police, not Praetorian Guards with a racial axe to grind. They don’t shoot first on any vague supposition.
PS, the way to work all this out is known as the “jury system”.
You bring everyone involved into a courtroom and try to figure out who did what when and if anyone was guilty of a badbad.
