The compartmentalization and secrecy has gotten insanely complex—and there is a significant portion that is used to cover up incompetence and/or wrongdoing.
Supposedly there are four million individuals in the US with some sort of clearance for classified documents.

it's the Microsoft/Bill Gates connection and involvement that is, well... interesting, all considering, a decade later.
