Politicians like to keep huge piles of money flying through the air because when money is in action they can much more easily skim their take.
That's also the reason they like to create "emergencies" to be funded quickly without proper strict accounting (as in the COVID money scams).
It is much more difficult to get their hands on the skim when money just sits there, unappropriated, not flying about in large untraceable amounts.
