Jill Biden doesn’t have a PhD. She has a EdD. It’s a different degree.
Usually non-medical doctoral degree holders don’t use “Doctor” outside of a professional setting. My DVM is Doctor only around the office or around other vets or vet practice customers.
She has a ED .D not a Phd .

I have a friend who is an Ed.D., and though she is a lovely woman, she is as dumb as a rock. Ok, maybe not that dumb, but you get my point. She can be very pretentious when she wants to exude that persona, but she is good-hearted and generous in many ways.
It could be taken as petty, although IMO anyone who insists on being called “doctor” outside of the professional setting that’s applicable to their degree sets themselves up for potshots. It reminds me of the tool on Seinfeld who insisted on always being referred to as “Maestro”.
