You may recall President Obama's Executive Order 13548, which was signed on 26 July 2010. That Order directed the various departments of the Executive Branch to "improve their efforts to employ workers with disabilities through increased recruitment, hiring, and retention of these individuals."
This was soon clarified to include mental disabilities, including learning disabilities and behavioral disabilities.
The Washington Times wrote an article called Holder’s “severe mental deficiency” on the impact of the hiring and "retention" practices that would result from this Order, and how these could affect the Department of Justice.
