Consider the leadership of our institutions. What else do you expect? The problem is not the five officers. The problem is the federal grant for creating funding for "Scorpion Teams" to police and regulate the poor and uneducated. The same institutions that created the mess then investigate the mess (Repeat).

Policing and regulating the public (which the rulers detest) goes unsupervised and unobserved once the money flows. It's about the funding, not the benefit or risk.

And this all started back in the 70s when all of these “progressive” mayors decided to start “winnowing out the neanderthals” in the police departments, and “bringing them more into line with the mainstream of 20th century thought.”

All it did was more and more drive out good people from wanting to be cops. And now, here we are.
