This particular criminal is obviously mentally ill. He called the police and confessed, stopping the planned series of crimes.

I'm guessing even those who don't call the police and confess after plotting to kill, dismember and eat another human are mentally ill as well. :-)

No. That is the baseline of humans. Humans are bad by nature.

Humans have to be taught morality. Judeo/Christian morality has shown itself, coupled with market capitalism, to be the best at promoting the greatest good.
