Yes. Seattle is the place where they reasoned the homeless shelters weren't getting enough use because you can't stay their high/drunk. So the good folk in Seattle pay for smack houses.

Some time back, there was a bad batch of heroin going around.....so the city paid to have flyers posted warning people to be wary of where they buy their junk. If you can't trust your dealer, who can you trust?

But some neighbors feel that taking a lot of people who already use drugs — half of whom came from sweeps around the city — and putting them in a place where drugs were already a problem, was a bad idea.
