This surprised me. I’ve only heard it amid a list of possibilities and not from anybody I trusted to be “in the know”.

Well, the problem with those lists is they are made by people who only think things halfway through. Yes, there are a dozen people/groups you could name who might have had motive and means to accomplish the assassination. But most of those would NOT have had any means to implement the subsequent cover-up. If you narrow the list down to those who could use the power of the US government like that, then it only leaves a few options.
