I’m not surprised. We Americans once had a fond illusion - that our government was squeaky clean, without a trace of corruption, that followed and respected the Constitution, that never violated individual rights guaranteed by the Constitution.
I lost that illusion quite some time ago.

You never heard of “Teapot Dome” (1921) or “Credit Mobilier” (1864)?
The Pendleton Act of 1883 created a merit system for hiring in the federal government as opposed to the earlier corrupt spoils system.
These so-called patriots who love their country who work for these rogue agencies are anything but patriots. Note, that you have no whistleblowers from these agencies, they are like the mafia and operate on greed and fear to further their agency, not the USA and from their behavior they certainly don’t give a hoot in hell about the average American citizen.
