Simple really. Reduce the budgets of the FBI / NSA / CIA by 10% each month they are violating the US Constitution with such activities. The authorizing architects involved among all federal agencies and legislature should be doing jail time. I do believe the guy who surveiled Nancy Pelosis laptop data is in prison right now?

My blue sky method on this is that the F!B is too far gone and their charter must be revoked, along with all the other bogus 'investigatory' agencies under other Cabinets.
Instead you re-charter and expand the US Marshal program under Homeland, but keep them dispersed and permanently out of DC. There is no need for anything other than a true domestic investigation agency, which it was before it was weaponized.
