What is the penalty/sanction/sentence when a Congressional Rep obstructs/denies/blocks your 1st amendment rights??

Other than tar & feathers, why couldn’t caning be an option? Either punishment would be something they would remember for awhile...along with the general public remembering it. It seems to me that any punishment for a deserving public official needs to be something they would remember for a good long time. Censuring or jail time just wouldn’t provide the needed effect.
