The unedited video in your post 39 has audio that seems like the defender shot 9 times, some of which were when perp was on the ground and one after the defender had already picked up the perp’s gun.
Yeah, I don't know about Texas but in many other places, that's a definite no-no.
I still remember that pharmacist in Oklahoma, Jerome Ersland, who was sent away for life after shooting dead a robber who was already down.

I think everyone should see this video before commenting, because the video put out on the news makes it appear as if the guy took a single shot to drop the perp (in other words, a clean shoot).
This looks like a murder. The guy was down and appeared to be motionless; the gun was knocked out of his hand and out of reach.
All of the rules regarding the use of deadly force make it allowable to stop an action; this looks excessive, to say the least.
