Because Chicago, New York, and New Jersey, specifically, curtail the Second Amendment rights of their residents for the benefit of the Mafia.

That’s an interesting question. My guess is that there was no organized resistance. The Mafia demanded protection money from one shop owner, and then another. But there weren’t enough victims to form an effective militia. Would the mayors allow that, anyway?

Plus many average folks were okay with the Mafia. The Mafia ran a popular numbers racket, for example.
