Justinian was a tyrant, and he did what tyrants do. Period.
A deme wasn’t by definition a bureaucrat, but almost all of them were. They were the privileged class, and in Constantinople that meant bureaucrat. But your denials don’t touch the fact that they murderous insurrectionists who killed tens of thousands of innocent civilians, nor their motives for having done so.
