Ya, you have charges...then try to find somebody willing to prosecute....

Then find a court willing hear the case....

Then, having heard the case, find a judge willing to rule the fraud is real and substantial....

The rare judge willing to hear the case, likely doesn't have the courage to rule justly.....or, will be overturned on appeal.
