I agree except I believe most of these “sleeper agents” probably came here on student visas. Take a visit to any college/university in the USA and you will see a large percentage of foreign students in the math and science programs. Especially in the PHD programs. My son applied to MIT, HARVARD, GA Tech, BU, Carnegie Mellon and a couple others for a PHD in Biotechnology. At Harvard the labs were almost 100% Chinese nationals. The professors were also Chinese. He would have had to learn Mandarin just to potentially work in these labs. He ended up accepting a position at Ga Tech. He even had a roomate lined up (from India). Then he reconsidered and took a Associate Scientist position at a Pharma corp.

I think the student visa types are the smart ones, capable of organization and planning. The ones coming up thru the border are the muscle types who are probably not that smart but are true believers who would no problem blowing themselves up and killing anyone in their path.

Think about 9/11 Muhammed Atta was an engineering student, most of the others were goons meant to hurt anyone who challenged them.
