Lincoln called out the Militia. The modern day organized militia is the National Guard. The unorganized militia is the rest of the able bodied, armed citizens who may be formed into organized militia units.
I believe that the NG and its predecessor, the militias of the individual states, would have been considered "The military" by the Founding generation. Whether this means anything in the 21st Century or not remains to be seen. JMHO
