They have a point but it’s often about becoming a mayor. In nearly every city where the first black mayor was elected it was either the final act of throwing in the towel on its demise or the signal that it was time to flee.
Businesses left and neighborhoods declined. Since the early 1970s the swearing in of a black mayor meant “the troubled city facing so many serious challenges” was hopelessly gone except for government aid. “Food deserts” due to supermarket chains giving up due to shoplifting and crime and the loss of major retailers are frequently symptoms of dead cities.
True! They are confusing cause with effect - or correlation with causation!

They are never honest about why food deserts. There is NOT one single business that will not stay open if they are making a profit. Not one. And every single person knows that even if they won’t admit it.
