No, probably owned by "immigrants" who get to jump the line and have access to green cards if they make a substantial business investment in the U.S.
That's why Motels and Convenience Stores are always owned by Indians or Middle Easterners. They buy the business, move to the U.S., get a green card, work the business for a couple of years, then sell the business to someone else back home so they can immigrate to the U.S.
It's a revolving door racket.
