Here are some black people building apartments for their own family, on their own land, adding four units to the housing pool. They aren't using welfare or government "programs". It's an innovative private family project to create more affordable housing in a traditionally black neighborhood.
Instead of winning an award, the government is penalizing them so that the government can build more "affordable" housing.

When I’ve done my projects City fees are rolled into the total cost before I seek financing. Sounds like she did not know what she was getting into.

I guarantee that if she adds 4 units of 550 sq ft each to the lot with her existing single family house they will all be substandard. Where are they going to park their cars?
A few years after they are built she will complain about being forced to live in a racist slum.

I wonder if the extra $77,000 is for the share of infrastructure spending. Increasing congestions by adding three units increases the demand on schools, roads, sewage, electricity, and water. I am assuming there are not any zoning variances.
